WHY DO YOU NEED AN ALLOCATED IP / PORT?
Usually game server owners want this service in order to get themselves a standard game server port.
In Minecraft this port is 25565 by default, since a server running on such a game port does not require you to enter this port when connecting to it, but you just need to specify the ip address of the server or its host / domain (letter IP).
LET'S CONSIDER AN EXAMPLE:
1) Let's say the server has an IP address: 11.22.33.44:26465
To connect to such a server, you need to write both IP 11.22.33.44 and port 26465
2) And now the administrator wanted the connection to occur only at the IP address: 11.22.33.44
It will need the standard port 25565. Its IP looks like this: 11.22.33.44:25565
Now you do not need to specify a port to connect to the server and making a literal IP is even easier.
It will be enough for connecting to specify the IP or literal IP and that's it (11.22.33.44). Agree that it is much better to connect to this address :)
HOW TO BUY AN ALLOCATED IP/PORT?
The order is available during the server registration process. If you need this service then order it by writing to the technical support. During the day the standard PORT will be provided manually.
